the subject of refunds of revenue I informed you as follows:-

"Refunds on account of tenements occupied by Military Officers

"The privilege of non-payment of rates
by military officers is one which has been in existence for
over 20 years; and has received the sanction of the Secretary
of State. The tenements are assessed in the usual manner,
and the rates are paid, and then refunded."
3. In your reply No.130 of 27th May 1891,
